The Natural Resources and Environment Ministry has awarded a land concession to a Chinese agricultural investor, Henan Tianguan Enterprise Co Ltd, to grow cassava for export to China and Thailand. The cassava will be cultivated on an area of more than 1,000 hectares in Phalanxay district, Savannakhet province. The state land concession agreement was signed in Vientiane on Friday between the ministry and Henan Tianguan Enterprise Co Ltd, in the presence of authorities from the ministries of Planning and Investment and Agriculture and Forestry. A ministry official said the government had agreed to the concession, which would run for 20 years. Company Manager Mr Zeng Xianli said “We are spending about 40 billion kip (US$5 million) on the project. We plan to plant cassava on an area of 1,005 hectares in fiscal year 2013-14.” The company also plans to encourage local people to grow cassava on an area of 550 hectares in fiscal year 2014-15. “We expect to employ over 200 people,” Mr Zeng said.

Savannakhet police recently seized 80 pieces of rosewood, after receiving a tip off from a local man to check a suspicious truck seen in the area. Customs officials told the Pathet Lao newspaper on Friday the truck was travelling from Kaysone Phomvihane district to Outhomphone district when they stopped it to conduct a search. Whilst inspecting the contents of the load, police discovered a quantity of rosewood on the back of the truck, which may have been illegally logged. The driver of the truck, a Vietnamese man named Mr Tong, told police he had no idea that there was rosewood on board and said he was merely a driver. He said he collected the load of wood at No 10 factory in Nakham village and was to take it to another destination. Police confiscated the truck and the wood, which will be held at the customs depot until the owner of the wood can produce the necessary documentation to certify that it is legal.

The Phouphieng Mineral Export-Import Sole Company is teaming up with the Mekong Mining Company to study the possibilities for bauxite and potassium mining and hydropower in Laos. A Memorandum of Understanding was signed on Tuesday in Vientiane between Phouphieng Company President Mr Vilaysith Liumxayachak and Mekong Mining Company President Mr Andrew Kent. Officials from both sides attended, along with the Vice President of the National Science Council, Dr Maydom Chanthanasinh.

The government has given permission for the Hoang Anh Gia Lai Joint Stock Company (HAG) of Vietnam to conduct an exploration survey forcopper deposits on 92 square kilometres of land in Lamam district of Xekong province. A Memorandum of Understanding for the survey was signed in Vientiane on Saturday by Lao government officials and HAG representatives, witnessed by leaders from both countries.

Decades after gaining independence, Laos still needs outside support for its agriculture sector, the country’s major industry. The Southeast Asian country, which was mostly covered in dense tropical forests until the 1960s, has been suffering from food shortages and deforestation. The nongovernmental organization Japan International Volunteer Center, or JVC, which is engaged in humanitarian aid in nine developing countries including Laos, Afghanistan and Sudan, has been providing aid to improve the lives of Laotians since 1989. The NGO, a regular recipient of The Japan Times Readers’ Fund, this year received ¥184,191 from the fund to train Laotians in agriculture, and the newspaper is currently soliciting donations from readers to support similar activities by the group.

Chinese investors will plant 1,000 hectares of rubber trees in Xepon district, Savannakhet province, after signing an agreement with the Lao government on Thursday. The company is contracted to plant the trees and will invest more than US$7 million in the province, as well as tap rubber for the next 45 years, General Manager of Guangda-Lao Company Mr Zhong Wen Zhuo said. “We will grow trees in this district of Savannakhet because the provincial governor wants us to develop that area and help reduce poverty,” he said.
